Enables new forms of legal practice to develop, including: 


  • Legal Disciplinary Practices, which are practices involving different kinds of lawyers, and up to 25% non-lawyers, but still providing legal services
  • Alternative Business Structures (ABSs), which for the first time allow non-lawyers to fully own and invest in law firms (so-called ‘Tesco law’)
  • Multi-Disciplinary Practices, providing both legal and other services 


Created the Legal Services Board to supervise the regulation of legal services by all approved regulators, such as the SRA and the Bar Standards Board
